ADR-040: The Closed-Loop Control Decision — Authorized, Applied, Verified
The single shared home for the closed-loop control decision. Fixes one definition each for Observed, Decided, Authorized, Applied and Verified; promotes the report-embedded ApprovedBaseline into a durable owner-confirmed Approved Job seeded by the installation manifest and bound to entity identity rather than resource names; defines the Control Case as a mutable object referencing sealed evidence packs; makes Verified impossible without a provider artifact and records the two distinct verification moments; makes execution evaluation outcome-aware so a denied attempt is never counted as successful activity; and specifies the E1 enforcement flow and its emitter safety constraints. Names who applies on every surface and lists what is explicitly held.
